The message is that the Niger Delta Avengers (NDA) do not negotiate. After the Nigerian government offered to speak to the so-called militant group in hopes of ending its siege of attacks on Nigerian oil infrastructure, the group instead chose to blow up a Chevron pipeline on June 8.
It began with a spark on January 10, 2016 when several gas and oil installations in the Warri South West area were blown up following a High Court order to arrest the ex-militant leader Government Ekpemupolo. It was chalked off as a one-off incident, but in February, three attacks – on the Bonny-Soku Gas Export Line, on Shell’s underwater Forcados Export Pipeline and Agip’s Clough Creek-Tebidaba Piepeline – happened in quick succession. Vandalism is not uncommon in this part of Africa, but a sustained succession of attacks suggested more that just petty sabotage but an organised movement.
March and April were quiet, but May was when the fireworks were let loose. Beginning May 4, there was at least one attack a week all across the Niger Delta, with the group going public and unveiling itself. The attacks have continued, almost always targeting infrastructure (of Chevron, Shell, Eni/Agip and the Nigerian National Petroleum Corporation) in remote areas, but occasionally clashing with the Nigerian army, with deadly results. The attacks have continued at the same frequency, and there is no sign of stopping.
It has already affected production – Nigeria’s March 2016 output stood at 1.8 million b/d, down 3% from February, when the attacks started, according to NNPC. April production should be steady, but May is when it will start to bite, with reports suggesting that the country’s output will have halved from its typical 2.2 million b/d level, to 1.4 million b/d…. and continuing to fall. So large is this fall that it is essentially supporting current crude prices, which have breached US$50/barrel over this supply shock.
When will it stop? Will it even stop? The NDA’s stated aim is to create a sovereign state in the Niger Delta by ousting or toppling the government of President Muhammadu Buhari; disturbingly close to the beginnings of ISIS, except without an overt religious element. The NDA has already shown that it has little interest in negotiation, so there will be little choice but to put more boots to ground to flush the group out, a Herculean task given the daunting geography and size of the Niger Delta. There is no quick fix. The attacks will continue and the Nigerian army will continue to combat the NDA; this is a war of attrition and the victim will the Nigeria’s oil production and economy.
The vultures are already circling – Angola has overtaken Nigeria as Africa’s largest oil producer, and Iran, together with Iraq, will be more than happy to make up for lost volumes.
