Yalong River Hydropower Development Company, Ltd., or Yalong Hydro, previously known as Ertan Hydropower Development Company, Ltd. (EHDC), is an enterprise engaged in the development of hydropower projects and generation of hydroelectric energy. Based in Chengdu, Sichuan Province, China, Yalong Hydro was incorporated in 1989 and restructured into a limited-liability company in February 1995, with an equity of RMB4.6 billion contributed by State Development & Investment Corporation, Sichuan Provincial Investment Group Co., Ltd., and China Huadian Corporation by the proportions of 48%, 48% and 4% respectively. In March 2010, the equity structure altered and the company is now owned by State Development & Investment Corporation and Sichuan Provincial Investment Group Co., Ltd. by the proportions of 52% and 48% respectively, and its equity increased to RMB16.1 billion. With the approval of the government authorities, the company was renamed in November 2012 to the current name to better reflect its business scope. Yalong Hydro has currently over RMB100 billion of quality assets and a stable sales revenue exceeding RMB10 billion. The current Chairman of the Board is Mr. Wang Huisheng, Vice Chairman is Mr. Huang Shunfu, and the General Manager is Mr. Chen Yunhua. Yalong Hydro started with Ertan Hydroelectric Project located on the Yalong River in the west of Sichuan Province. The project was officially commenced in 1991 and completed in 2000 at a total cost of RMB27.69 billion. With a high double-curvature concrete arch dam of 240m and an installed capacity of 3,300MW, it was China’s largest power project built in the 20th century. Since August 1998 when the first turbine-generator unit was put into service, the station has been in safe operation, supplying approx. 15,000GWh of clean and green energy each year to the power grids of Sichuan and Chongqing. After completion of Ertan, Yalong Hydro started preparatory works on the other hydro schemes along the river. In 2003, the Central Government officially authorized Yalong Hydro to be the sole developer fully responsible for the development of the hydro-energy on the entire Yalong River. The company’s strategic plan for development of the Yalong is to complete the lower-reach projects before 2015, which include Jinping-I (6x600MW), Jinping-II (8x600MW), Guandi (4x600MW) and Tongzilin (4x150MW), build 3 to 4 major projects in the middle reach before 2020, including Lianghekou (6x500MW), and finish the remaining projects by 2030 to complete development of the whole valley. By then, the company’s total generation capacity will be up to 30GW. By end of 2013, Guandi was substantially completed with all 4 units in operation, Jinping-II had 4 of the 8 units in operation, and Jinping-I had 4 of the 6 units in service already; the company’s total generation capacity exceeded 10GW. The company’s market started with Sichuan and Chongqing, and with operation of new units and application of high voltage DC transmission technology, its market expanded to the vast region of East China, where shortfalls in power supply are severely challenged by rapid growth of energy demand.
