ROLE PURPOSE:

The Senior HSSE Engineer will be responsible for implementing specific processes and programs necessary to achieve the stated goals of no accidents associated with our offshore Construction, Diving, Hook up and Commissioning operations, no harm to our employees, contractors or others, no unplanned material, financial or information losses and no damage to the environment.

KEY ACCOUNTABILITIES:

Health, Safety, Security & Environment

Provide the Project HSSE Team Lead and Project Manager with clear HSSE plans and direction, accurate assessment of performance, and effective recommendations for improvement. Mentor the contractor SHO and Safety Supervisor in support of shaping HSSE excellence throughout the Project, ensuring delivery of the Project’s performance contract including work planning, budget management and HSSE and quality resource management. Coach and advise the line personnel to improve their delivery of HSSE accountabilities, including regular face-to-face time with construction and fabrication sites. Develop necessary HSSE Plans, bridging documents, SIMOPS procedure, interface documents, Medical Evacuation Response Plan and other necessary documents prior to offshore campaign. Review contractors HSSE management systems and carry out HSSE audit and inspection on contractors assets prior to offshore campaign. Responsible for delivering MP HSSE pre-mobilisation induction for offshore crews. Company representative on-board offshore construction vessel, responsible to promote and enhance safety culture among offshore crew. Participate in daily PTW coordination meeting onboard construction vessel. Reviews JHA/JSA of all activities, and spends significant amount of time at the worksite to ensure controls and mitigations mentioned on JHA/JSA are fully implemented at worksite. Actively participate in weekly emergency drills and provide feedback. To assist the Project Manager in the execution of the Project Health, Safety, Security and Environmental Plan which defines how the Project will meet all expectations of Operation Management system (OMS). To provide daily, weekly and monthly HSSE report to Project Manager and HSSE Team Lead. To support the Contractor Health, Safety, Security and Environmental Management System (CSMS) and ensure that the HSSE management systems of Contractors are compliant and aligned with those of the PMT. To assist those members of the Project who have been allocated specific tasks within the HSSE Plan with the satisfactory completion of such activities. To support the PMT in demonstrating compliance with the HSSE Plan and OMS and other HSSE requirements identified by Mubadala, partners, regulatory agencies and other stakeholders. To support development and maintenance of an Action Tracking System to ensure that all resultant recommendations and identified outstanding health, safety and environmental matters are tracked until resolved and progressed through the project management systems, and included in QA and Safety systems. To ensure that ‘lessons learned’ from other projects, particularly Mubadala projects worldwide, are captured and properly considered by the PMT. Promote a learning culture among contractors by investigating all incidents taking place at site, developing lessons learned and sharing the findings with contractors, MP PMT, Corporate MP and other stakeholders.  Oversee the HSSE/diving/ROV operations and ensure it is carried out according to the Contract and approved procedures. Review and approve diving plans elaborated by Contractor on board the diving vessel/barge. Ensure any deviations are controlled by an MOC process and agreed with the PMT/Diving Team Lead prior implementation. Review, comment and approve the Diving Report prior to issue from the diving vessel/barge. Monitor safety and efficiency of HSSE/diving/ROV operations Assist with any SIMOPS which may involve diving activity and occur during the work. Liaise with the PMT and Contractor. Previously acted as diving specialist or representative on various DP DSV type of vessel and barges. Fully conversant with Contractors subsea construction and diving manual, workscope, planning and execution, equipment requirements, hazard identification and emergency procedures. Understand risks and hazards on-board a DP DSV type of vessel or barges. Fully conversant with Air diving (surface demand) and saturation diving equipment and techniques. Including experienced in construction, inspection and repair activities. Fully conversant with ROV equipment and technique. Familiar with all underwater activities including construction, inspection, maintenance techniques and equipment, including pipeline and tie in spools installation, free span correction techniques. Familiar with marine operations, with anchored and DP vessels. Participate in preparation and evaluation of diving related tenders and bid reviews Review of diving manuals, plans and procedures, review and acceptance of proposed diving personnel and to ensure compliance with the requirements of COMPANY diving specification Participate in audits of Contractors equipment and personnel Liaise and assist COMPANY PMT for all HSSE and diving related issues. Job Requirements

KNOWLEDGE, SKILLS & EXPERIENCE:

Knowledge

Ability to work in offshore construction and diving operations overseeing EPCIC contractors on major projects to develop and implement a culture aimed at best-in-class HSSE and quality performance. This position requires excellent written and verbal communication skills and the ability to communicate effectively at all levels of various organizations. Air and Saturation Diving Supervisor certificate would be an added advantage.

Experience:

Minimum 15 years HSSE experience at offshore construction, diving, T&I, Hook up and Commissioning facilities and with minimum 3 years’ experience as client HSSE representative. Minimum 3 years of experience in EPCIC project. Experience in the diving industry offshore, preferable as a saturation diver and as an closed bell (saturation) supervisor, diving superintendent or offshore construction manager. Previous experience as Company Representative for Diving Operation on board Construction Vessels / Diving Vessels. Holds IMCA recognised Diver Training Certification and Saturation Supervisor Certification and fully conversant with IMCA International Code of Practice for Offshore Diving Operations and guidelines pertaining to the activities referred to in the Roles & Responsibilities as demonstrated in diving supervisory role or IMCA audits participation.
