Description Position Purpose & Summary

This position is a part of the APAC Regional Environment team focusing on developing and deploying global environmental compliance programs in the Asia Pacific Region and monitoring/managing regional (Asia) regulatory developments. Reports to the Cargill APAC Environmental Lead and will actively deploy the Cargill Environmental Strategy and program in APAC.

The position will support the deployment of the CEHS strategy and critical project management; development and implementation of global environmental compliance programs; and deployment of CEHS work processes and technologies, consistent with Cargill Risk Compliance Framework (Risk Assessment, Policies/Procedures/Controls; Communications & Training; Auditing, Monitoring & Analytics; Reporting; and issue Investigation/Resolution).

The Environmental Programs Manager will provide regional leadership and apply subject matter knowledge of regulatory compliance, chemical management and industrial product stewardship in Asia Pacific. Responsibilities include: Content development and improvement in the key environmental programs associated with Chemical Management and Product Management; qualitative and quantitative risk analysis; compliance measures and performance; data collection and analytics systems; compliance verification (including assessments, reviews and audits); and environmental communication and training.



Principal Accountabilities

As a member of Corporate Environment, Health and Safety team, the candidate will promote the vision of ZERO HARM and deploy the global requirements, programs, and processes in the Asia Pacific Region. The candidate will represent the global Industrial Product Stewardship team with an emphasis on current and emerging environmental compliance for all Cargill locations in the Asia Pacific Region. The candidate will be responsible for the development of the systematic Program (IPSP) in Asia Pacific. Specifically, the candidate will collaborate with internal functional partners and external expertise to: deployment corporate policy/requirements associated with chemical management /industrial product stewardship: drive standardized approaches; and assure/verify compliance. Scope of responsibilities of include, but not limited to, ensuring compliance with the following activities: global chemical notification and reporting; Safety Data Sheets (SDS); International/Federal/Regional Chemical Management Regulations (including, RoHS, REACh, Dangerous Goods/Transportation, and Conflict Minerals); regulated substances; Certificates of Compliance; applicable product compliance requirements; integration of importation regulations; and addressing customer’s needs.

Content Deployment/Compliance Assurance: 30%
Maintain a robust compliance program for chemical management including chemical product stewardship. Ensure consistent development, deployment, execution and verification of Corporate EHS policies/requirements, corporate goals and EHS initiatives.
•Assesses Environmental risks and opportunities facing businesses and assess potential impacts on priorities, key stakeholders (customer, community, interest groups, employees), and on Corporate Strategy.
•Leads and supports the development/update of environmental programs (Chemical Management and
Industrial Product) requirements, necessary guidance, support materials, and training.
•Leads the execution of corporate-wide EHS programs, processes, and technologies.
•Deploys systems and metrics to affectively track, monitor and report progress and measures to stakeholders and leadership team members.
•Build and maintain corporate Product Stewardship Systems such as SDSs, labels, licenses, registrations, chemical inventory, product registration database, and training, etc.
•Develops compliance verification approach and tools, including facility-level CEHS audit protocols where applicable and business-level review/assessments for IPSP.

Collaborative Partnering 30%
•Partner with other Cargill compliance activities (EHS, Food Safety Quality Regulatory, Trade), other key functions (R&D, Transportation, Global Operations, Legal, Strategic Sourcing) and Business Leaders regarding appropriate process controls, procedures for regulatory compliance evaluation and risk mitigation for industrial products, current and new, in all market countries.
•Collaborates with internal partners and external stakeholders to execute elements of the EHS strategy in processes, programs and work of others, as appropriate, to enable EHS and support partner goals.
•Support other capabilities to ensure accurate & compliant supply chain processes (product labels, packaging, safety data sheets, data supporting marketing claims, product formulation changes, supplier approvals, etc.)
•Networks with external organizations to identify best practices, effective technologies, and cooperative solutions that can be applied effectively to help in support of EHS strategy implementation.
•Participate on relevant trade organizations, product panels, and product safety groups as necessary to support innovation, development and compliance efforts.

Regulatory Management: Collaborate with regulatory managers, product safety, R&D, and subject matter expertise to develop and implement robust regulatory strategies. 20%
•Conducts global regulatory surveillance in order to anticipate regulations and requirements that could affect the manufacturing, distribution and sale of Cargill’s Industrial Products.
•Remains current with legislation, directives and new regulatory information related to regulated chemicals throughout the world.
•Interprets complex information, summarizes and communicates impacts. Conducts applicability analyses.
•Establishes/maintains systems to inventory and track regulated chemical products used, manufactured and distributed by the corporation.

Regional Expertise on Industrial Product Stewardship: 20%
•Represent CEHS on cross functional product development, commercialization, brand maintenance and supply assurance teams, providing guidance and requirements and developing regulatory strategies for chemical products to ensure compliance and maintain project timelines.
•Advisor to business teams (and business product stewards) to ensure global compliance of chemical products, including the development, implementation and integration of processes, procedures, and tools needed to ensure product regulatory compliance and product risk management. Participate in development of global chemical database including product formulation management, regulatory applicability, classifications, placarding and related information management.
•Conduct self-assessments to periodically review Product Stewardship processes, procedures, and tools. Use the results to drive continuous improvement.

Minimum Required Qualifications
•Required Education: MS in toxicology, chemistry, biology, bioengineering, chemical engineering (or relevant scientific/technical field);

•Required Experience/Skills:

o8+ years’ experience in chemical manufacturing environment with key responsibilities for product stewardship, EHS and regulatory compliance.
oAbility to implement technical knowledge into global policy and processes.
oAbility to educate and influence at different level leaders at throughout the supply chain.
oAbility to operate independently, build internal inter-functional work relationships and establish/maintain external chemical product stewardship network.
oDemonstrated ability to quickly conceptualize and understand strategy, business model and supporting processes.
oEffective problem-solving, project management, critical thinking and development skills.
oStrong quantitative, analytical, and conceptual skills.
oExcellent written, verbal communication and presentation skills.

•Preferred Qualifications:

oPhD in toxicology, chemistry, biology, bioengineering, chemical engineering (or relevant scientific/technical field);
oMember of international chemical trade association. (Product Stewardship Institute, Product Stewardship Society, ACC Product Panel)
