A new technology it offers is in the Non-Destructive Testing using acoustic wave to evaluate the integrity of tubes such as in heat exchangers, boilers, chillers and reactors. We gain recognition to launch Advanced Rutledge Inspection Services Expertise (Arise) simultaneously in 4 countries in Feb 2015.

As we open up new bases and widen our sphere of operations, it is important that we standardize the services we provide across the globe. This we aim to achieve through tighter policies, procedures and audits alongside an effective HSEQ management system.

Key Responsibilities

  • Design a procurement process from scratch to meet Company’s requirement and implement after management approval
  • Perform procurement and related activities to meet the cost, schedule and quality requirements
  • Involve in pre-qualification process from site audit to eventual qualification of new suppliers and contractors
  • Involve in negotiation process with suppliers to ensure best possible terms and conditions
  • Involve in raising purchase requisitions and get the necessary approval within the timeline
  • Periodically review project procurement plans and strategies for effectiveness and relevancy
  • Analyse project scope of supply and contract requirements to ensure adequate risk analysis
  • Perform Vendors/Suppliers’ performance evaluation
  • Liaise with Finance on payment issues
  • Work closely with operation team to understand their requirement, build a data base of required specifications for each item and their respective vendors
  • Find the global vendors suitable for the required equipment, parts and spares, evaluate them through the operations team and make the part of the AVL
  • Find the competitive pricing from different regions to ensure the most cost-effective procurement
  • Monitor and supervise the local purchasing in other countries of Company operations
  • Handle all the operations’ material requisitions
  • Prepare and issue the PRs and POs after the management approvals
  • Follow up with the vendors for the timely delivery of the orders 
  • Check and ensure the correct items are delivered as per POs specification and quantities
  • Work closely with the logistic coordinator for the timely shipment of the purchased items to Singapore and other countries

Job Requirements

  • Min. Diploma in Purchasing/Inventory/ Material & Warehousing / Logistic or equivalent
  • Min. 3 to 5 years as Procurement Supervisor/Officer, in oil & gas or related servicing industries.
  • Able to multi-task and work on projects simultaneously
  • Able to travel to overseas (UAE, Middle East, Asia)’s bases (if and as required) to perform the procurement audits and to ensure the same procurement processes are being followed in overseas basi
